Attached for your review and approval is a resolution to extend the Construction Services Agreement with Precision Concrete Cutting (Bid No. 4260) for the 2015 Sidewalk Cutting Project.
Budget Impact
The project is an anticipated annual expenditure and will be funded from the approved Street Resurfacing and Sidewalk Repair Millage capital budget for an amount of $130,000.00.
The 2015 Sidewalk Cutting Project will consist of the repair of deficient sidewalks in approximately 20% of the City in 2015, as part of the fourth year of a 5-year program to perform repairs on the City's entire sidewalk system.
The work of this agreement is the horizontal cutting of sidewalk slabs that have "vaulted" or "displaced" joints. By horizontally cutting sidewalk that is in otherwise good condition, full removal and replacement can be avoided. Based on the current unit prices for this year's ramp and sidewalk project, on average the cutting of one transverse joint will save the City about $164 per location compared to full replacement for a typical sidewalk slab.
The scope of the work includes cutting vaulted sidewalk slabs where the vertical displacement is greater than ½" in height. Vertical displacements greater than 1" in height are generally considered to be too large for cutting and are typically planned to be removed and replaced with new concrete.
Precision Concrete Cutting was the sole bidder for the 2013 Sidewalk Cutting Project, which was extended for one year to the 2014 construction season. Precision Concrete Cutting was also the sub-contractor for the sidewalk cutting work on the 2012 project. Based on Precision Concrete Cutting's previous performance over the last three years, City staff recommends that their service agreement be extended for one final year as allowed for in the original contract.
Precision Concrete Cutting complies with the requirements of the nondiscrimination and living wage ordinances.

Whereas, The approved Street Millage capital budget includes sufficient funds for the annual Ramp & Sidewalk Repair Project;
Whereas, The 2015 Ramp & Sidewalk Repair Project includes the repair of deficient sidewalks in approximately 20% of the City;
Whereas, The 2015 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;
Whereas, Horizontal cutting of sidewalk to eliminate vertical sidewalk displacements is a cost-effective and low impact solution to assist the City in repairing sidewalks;
Whereas, Competitive bids were received by Procurement on February 15, 2013 and Precision Concrete Cutting was the lowest responsible bidder;
Whereas, Precision Concrete Cutting performed sidewalk cutting in 2012, 2013, and 2014 to the satisfaction of the City;
Whereas, The current contract sets forth the services to be performed by Precision Concrete Cutting, and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, The 2013 contract provides for extensions of the contract for up to two (2) one-year terms, subject to the terms and conditions in the original contract; and
Whereas, Precision Concrete Cutting complies with the requirements of the Nondiscrimination and Living Wage Ordinances;
RESOLVED, That a contract extension in the amount of $130,000.00 be awarded to Precision Concrete Cutting for the concrete cutting portion of the 2015 Ramp & Sidewalk Repair Project;
RESOLVED, That a contingency amount of $13,000.00 be authorized within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Precision Concrete Cutting, not to exceed $13,000.00 in order to satisfactorily complete this project; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
