Resolution to Approve a Professional Service Agreement with Alfred Benesch & Company, Inc. for the Fuller Road and Maiden Lane Bridges Rehabilitation Project ($420,730.85)

Attached for your review and approval, please find a resolution to approve a professional services agreement with Alfred Benesch & Company, Inc. (ABC) in the amount of $420,730.85 for project management and construction engineering services associated with the subject project.
 
The approved 2014 - 2019 Capital Improvements Plan includes project TR-BR-10-06 the Fuller Road and Maiden Lane Bridges Rehabilitation Project.  
 
The Fuller Road and Maiden Lane Bridges Rehabilitation Project includes the rehabilitation of the two bridges.  Work to be performed includes replacement of corroded steel diaphragms, replacement of the pin and hangars, removal and replacement of the expansion joints, hydrodemolition and overlay of the concrete bridge decks, zone painting of the structural steel in the vicinity of bridge deck joints, repair of the bridge railings, guard rail upgrades where applicable, clearing and brush removal near the bridges, maintaining traffic and other related work.
 
The project will be constructed such that the Fuller Road bridge rehabilitation will be performed first.  Once all work impacting vehicular and pedestrian traffic along Fuller Road is complete, then work will begin on the Maiden Lane bridge.  Vehicular and pedestrian traffic on each bridge will not be simultaneously impacted.  During construction on the Fuller Road bridge, one lane of traffic will be maintained in each direction along Fuller Road.  While working on the first phase of the Maiden Lane bridge, it will be necessary to detour outbound Maiden Lane traffic.  Attached, please find a copy of the planned detour route for the project.  Pedestrian and vehicular traffic to the University of Michigan Medical Center will be maintained at all times.  During the second phase of the Maiden Lane bridge rehabilitation, two lanes of traffic (one lane in each direction) will be maintained.  City staff has coordinated the project's construction with the University of Michigan and the University Hospital System.  
 
Construction is expected to begin on, or after, May 4, 2015 and be completed in September of 2015.  There will be brush clearing and tree removal activity (that will not impact vehicular or pedestrian traffic) being performed during the month of October 2015 due to state and federal requirements regarding Indiana and Long-eared bat habitat.
 
Due to the type of work being performed, staffing levels, and current work load within the Project Management Services Unit, it is necessary for the city to contract with a professional engineering firm for the needed project management and construction engineering services.  ABC will be performing all construction engineering and project management tasks such as inspection of all construction work, structural steel fabrication inspection and acceptance, shop drawing review and approval, project survey and layout, project record keeping and documentation, federal wage compliance oversight, generating contractor pay estimates, all project record keeping, and all other tasks associated with a project of this type.
 
On January 21, 2015, the Project Management Services Unit received one proposal from professional engineering firms for the performance of the work.  A selection committee comprised of Public Services Area staff evaluated the proposal received and determined that it met all submittal requirements and that the staff proposed for the project was experienced and qualified.  Therefore, we are recommending that ABC be awarded this work based on their past experience, project staffing, and fees.  ABC received Human Rights and Living Wage approval on February 9, 2015.  The form of contract will be the standard professional services agreement drafted by the City Attorney.
 
Funding for this work is available in the approved Street Resurfacing Millage Fund capital budget.
 
The project was bid through the Michigan Department of Transportation in their March 6, 2015 Bid Letting.  A separate resolution with regard to the approval of the agreement between the City and Michigan Department of Transportation, and project funding will be presented to Council on March 16, 2015 as well.

Whereas, It is necessary to retain the services of a professional consulting engineering firm to perform the needed project management and construction engineering tasks associated with the Fuller Road and Maiden Lane Bridges Rehabilitation Project;
 
Whereas, Funding for this project is included in the approved Street Resurfacing Millage capital budget;
 
Whereas, The professional engineering firm of Alfred Benesch & Company of East Lansing, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm, and the payments to be made by the City therefore, all of which are agreeable to the City; and
 
Whereas, Alfred Benesch & Company received Human Rights and Living Wage approval on February 9, 2015;
 
RESOLVED, That a professional services agreement with Alfred Benesch & Company in the amount of $420,730.85 be approved;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney and approval as to substance by the City Administrator;
 
RESOLVED, That the City Administrator be authorized to approve amendments to Alfred Benesch & Company professional services agreement up to $42,000.00 in order to satisfactorily complete the project; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
