Memorandum
The attached resolution authorizes the purchase of a John Deere model 524K wheel loader with primary use as snow removal equipment at the Ann Arbor Municipal Airport.
 
The loader will act as a carrier vehicle for multiple pieces of snow removal equipment including a 12' rotary broom and self-contained snow blower.  These attachments will be purchased separately at a later date.  The loader, with attachments, will replace a 1990 Ford dump truck which had a 1973 Sweepster 12' broom attachment.  This unit became non-functional in 2014 and was sold at the last City auction.
 
The new unit will be used for pavement clearing during each snow event at the airport.  It will also be the backup to our primary snow broom, a 1988 Sweepster self propelled 20' broom and air blower.
 
As snow removal equipment, the loader purchase is eligible for grant funding through the Airport Capital Improvement Program (ACIP) managed by the Michigan Department of Transportation Office of Aeronautics (MDOT-Aero) for the Federal Aviation Administration.  The broom and snow blower attachments, which will be bid and purchased at a later date, are also grant eligible.  All three pieces have been programmed in the airport's ACIP for purchase this year.
 
The loader is being purchased separately because it is available through the State of Michigan MiDeal Program and a portion of the grant funds available for this purchase will be expiring in the near future.  MDOT-Aero's standard sponsor contract for the grant will be available for Council's consideration in April.  Funding for the equipment will comprise of 90% federal funds, 5% state funds and 5% local airport funds.  The airport's share of this funding is included in the airport's current operating budget.  All funding (local, state and federal) for this purchase will come from fees paid by users of aviation industry services.
 
The loader will be powered by an interim Tier 4 diesel engine which is the cleanest class of engine currently available and follows the goals and guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.
 
The Airport Fund has budgeted adequate funds for this purchase.  
 
AIS Construction Equipment Corporation received Human Rights approval on January 27, 2015.

Whereas, Purchasing a loader with the ability to utilize multiple attachments increases its versatility and usefulness;
 
Whereas, grant funding is available and has been programmed for the purchase of this equipment through the Airport Capital Improvement Program of the Federal Aviation Administration;
 
Whereas, AIS Construction Equipment Corporation was the lowest responsible bidder to State of Michigan MiDeal program; and
 
Whereas, AIS Construction Equipment Corporation received Human Rights approval on January 27, 2015.
 
RESOLVED, That City Council approve the issuance of a purchase order to AIS Construction Equipment Corporation for the purchase of one 2014 John Deere model 524K wheel loader in the amount of $152,478.00;
 
RESOLVED, That funds to be available without regard to fiscal year; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
