Memorandum
Attached for your review and action is a resolution to approve contracts with professional land surveying firms to provide surveyor services in connection with the acquisition of development rights, conservation easements and fee simple purchases for parkland.

City requires the services of professional land surveying firms for boundary line survey of properties, legal property description, easements, encumbrances for acquisition of development rights and conservation easements for City's Parks and Open Space Acquisition Program.

Requests for Proposals, RFP #883, was advertized on the Michigan Inter-Governmental Trade Network as well as City's purchasing website for professional land surveying services on as-need basis. Seven firms submitted proposals in response to the RFP #883. The following three firms have been selected for awarding contracts for land surveying services on as-need basis for the Parks and Open Space Acquisition Program based upon qualifications and fees:

* Washtenaw Engineering
* Mannik and Smith Group
* Stantec

Work statements will be issued for each of the projects for fee proposals from each of these three firms so that competitive pricing is still achieved. These firms understand that there is no guarantee or implicit promise of any nature that any work statements at all will be issued and that the City is under no obligation to issue or consent to any work statements.

It is recommended to approve professional services agreement (PSA) with each of these three firms for land surveying services on as-need basis for one-year with the option of two one-year renewals. Total expenditures per agreement not to exceed $30,000 per fiscal year.
