Memorandum
The attached resolution is requesting approval to close East Washington Street between Thayer and Fletcher Streets on Friday, September 5, 2014 from 6:00 AM until 10:00 PM to set up and host a reception for the installation and inauguration of Mark Schlissel as the University of Michigan President.
The sponsor, the University of Michigan, is presenting a day of festivities for the installation to be capped off with an outdoor reception/festival in front of Ingalls Mall. The actual event will begin with a procession from the Diag to Rackham with the new President addressing the crowd at approximately 4:30 PM with a reception to follow. As this event is open to the public, it is expected that many people will be attending and this street closure will accommodate the overflow of people into the street.
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses.

Whereas, The City has received a request from the University of Michigan to close East Washington Street from Thayer to Fletcher Streets on Friday, September 5, 2014 from 6:00 AM until 10:00 PM for a reception/festival for the installation and inauguration of Mark Schlissel;
Whereas, The street closures will be signed, barricaded and properly supervised by the sponsor; and
Whereas, Notification of the street closing will be provided through the City website, GovDelivery, University of Michigan press releases and communications through print and social media;
RESOLVED, That City Council approve the closing of East Washington from Thayer to Fletcher Streets on Friday, September 5, 2014 from 6:00 AM until 10:00 PM for a reception/festival for the installation and inauguration of Mark Schlissel.
