Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Washtenaw County Road Commission (WCRC) for the resurfacing of Newport Road from the City limits to Bird Road.

Budget/Fiscal Impact:
This project will be funded from the approved Street Resurfacing Millage capital budget. Because the WCRC will manage and inspect the construction, the project will require minimal additional City staff time and effort.

The WCRC will be repaving their section of Newport Road this year under a contract with Cadillac Asphalt. In July 2014, the County contacted the City and offered to extend the project limits to include the City's northern section of Newport, which is in need of resurfacing. The County's prices for this work are advantageous and staff determined that this work would provide cost effective preservation of the roadway.

Earlier this year, Newport Road, south of Bird Road (to Sunset), was resurfaced under the City's 2014 Resurfacing contract. Partnering with the County for this work will provide a continuous section of new pavement from M-14 all the way to the City limits.

The resurfacing will be completed using a 2-inch mill and overlay process and total costs are estimated at $81,186.60 based on the construction bid prices and estimated quantity of work. In order to perform this work, the City must enter into an agreement with the WCRC. The agreement is for a not-to-exceed amount of $90,000.00 which will provide some contingency for unforeseen additional work during the construction. The work is expected to be completed this fall.
