Memorandum
Attached for your review and action is a resolution approving a purchase order to BS&A not to exceed $26,000.00 for maintenance and support of the Tax and Assessing software systems as well as the online hosting of Tax and Assessing data for FY2015.
 
Funding for the maintenance fee for these applications is budgeted for and available in the FY2015 Information Technology Services Unit budget in the amount of $26,000.  There are no additional funds being requested.  
 
The BS&A software solution for tax and assessing processes has been adopted as the standard in Washtenaw County and in most of the State of Michigan.  During the course of the year software upgrades and annual maintenance are required and as the developer of this proprietary software, BS&A, is the sole source provider.
 
It is imperative to maintain the agreement with BS&A to receive application updates and maintain support.
 
BS&A received Human Rights and Living Wage compliance approvals on June 20, 2014.

Whereas, BS&A, the developer of this proprietary software, is the only vendor that can provide such Tax and Assessing Information System maintenance and enhancements;
Whereas, Renewing a maintenance agreement with BS&A for these applications is necessary to receive applications updates and maintain customer support;
 
Whereas, The annual costs for the maintenance agreement with BS&A are not to exceed $26,000.00;
Whereas, BS&A received Human Rights and Living Wage compliance approvals on June 20, 2014; and
Whereas, Sufficient funding for the maintenance fee for these applications is budgeted for and available in the FY2015 Information Technology Services Unit budget;
RESOLVED, That City Council approve a purchase order with BS&A for the renewal of the Tax and Assessing Information System software annual maintenance and support agreement for FY2015 not to exceed $26,000.00; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution regardless of fiscal year.
