Memorandum
The City of Ann Arbor and the Washtenaw County Water Resources Commissioner (WCWRC) have a long history of collaboration on stormwater projects. Successful projects include Malletts Creek Restoration; County Farm Park Stormwater Improvements; demonstration rain gardens; Mary Beth Doyle Park and Wetlands Restoration; Miller Avenue Stormwater Improvements; and the Traver Creek Streambank Stabilization Project.  
 
Financial benefits from this partnership can be measured by the amount of grant dollars, loans and principle forgiveness received for projects within the City. Since 2010, the City has financed $22,965,985.00 of stormwater-related projects through the WCWRC. Of this amount, the City received $2,952,346.00 of grant monies refunded and $7,805,240.00 of principle forgiveness, for an overall amount of $15,160,745.00 spent for $22,965,985.00 of project value.
 
Stormwater within the City is a shared responsibility with the WCWRC, as the City's drainage systems are interconnected. As stormwater management and flooding mitigation have become City priorities, an increased level of project-specific work has been required of WCWRC. The WCWRC prepares grant applications, administers grants and loans, and coordinates projects. Additional funding is necessary to compensate the WCWRC for increased work.
 
On September 20, 2010, City Council approved resolution R-10-333 authorizing a service purchase order with the Washtenaw County Water Resources Commissioner (WCWRC) in the amount of $69,215.00 in FY11 and four 1-year extensions with an allowance for a 3% funding increase each year. With the amendments, the WCWRC services will be for FY14  $105,633.09 and for FY 15  $107,902.08. The services are and will be funded by the approved FY14 and FY15 Systems Planning Stormwater Operations and Maintenance budgets.
 
In 2000 City Council recognized the potential benefits of collaboration with the WCWRC by directing that the Malletts Creek Restoration activities be coordinated through the WCWRC.  Building on the Mallets Creek success, on June 2, 2008, City Council approved funding collaborative efforts with the WCWRC at $35,000.00/year.  On April 20, 2009, City Council approved increasing the funding for these collaborative efforts to $62,970.00/year.

Whereas, On September 20, 2010, City Council approved resolution R-10-333 authorizing a service purchase order with the Washtenaw County Water Resources Commissioner (WCWRC) in the amount of $69,215.00 in FY11 and four 1-year extensions with an allowance for a 3% funding increase each year to provide stormwater services that benefit the City, including applications and administration of grants and loans, project coordination and miscellaneous services;
 
Whereas, Stormwater and flooding issues have become a priority for the City, resulting in an increased level of service and work effort being required of WCWRC;
 
Whereas, It is desirable to continue collaboration with WCWRC on stormwater projects; and
 
Whereas, Additional funding is necessary to address the increased need for WCWRC stormwater services benefiting the City, including applications and administration of grants and loans, project coordination and miscellaneous services;
 
RESOLVED, That Council approve an amended service purchase order to the Washtenaw County Water Resources Commissioner for a $30,000.00 increase in the amounts for FY14 and FY15 to fund a portion of a full-time County employee to provide stormwater services which will benefit the City, including applications and administration of grants and loans, project coordination and miscellaneous services;
 
RESOLVED, That the City Administrator be directed to approve an amended service purchase order with the Washtenaw County Water Resources Commissioner for staff support for stormwater services which will benefit the City, for an amount in FY14 of $105,633.09 and an amount of $107,902.08 in FY15;
 
RESOLVED, That this service order be funded from the approved FY14 and FY15 Systems Planning Stormwater Operations and Maintenance budgets, to be made available without regard to fiscal year; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
