Memorandum

Attached for your review and approval, please find a resolution to approve a professional engineering services agreement with Northwest Consultants, Inc. (NCI) in the amount of $187,184.00 for design services associated with the Fuller Road, Maiden Lane, E. Medical Center Drive Bridges Rehabilitation Project. 

 

On April 9, 2014, the city  received six proposals from professional engineering firms.  A selection committee comprised of Project Management staff thoroughly evaluated each proposal and interviewed three firms.  NCI is the most qualified firm for the project based on their proposed scope of work, competitive fee schedule, and interview.  NCI received Human Rights and Living Wage approval on May 9, 2014. 

 

The Fuller Road, Maiden Lane, E. Medical Center Drive Bridges Rehabilitation Project is a Capital Preventative Maintenance project that will preserve the existing structures and extend their service lives. The project includes re-painting of each bridge, repairing corroded structural steel, bridge abutment and pier (substructure) repairs, expansion joint removal and replacement, bridge deck patching, placing an overlay on the existing bridge decks, bridge railing repairs, guard rail upgrades, brush trimming and removal around the perimeter of the bridge structures, and other related work. 

 

The expertise and amount of work to design and specify the needed rehabilitation measures require the city to contract with a professional engineering firm that has the resources for needed structural analysis and design services. 

 

Funding for the City’s share of the design work is in the approved FY 2014 Public Services Area Street Millage Capital Budget.

 

The project will receive $790,000.00 in Michigan Department of Transportation Local Bridge funding for participating bridge construction expenditures.  The Local Bridge Program pays for 95% of the eligible construction expenses up to the $790,000.00 amount.  The project will also receive $1,373,440.00 in Federal STPU funding, administered through MDOT.  The STPU funding pays for 81.85% of eligible construction expenses.  Neither of these state and federal funding sources will pay for design or construction engineering or material testing. 

 

The project is planned to be bid by the Michigan Department of Transportation in  February 2015, with construction in April through October 2015.  A resolution will be brought before Council in early 2015 detailing construction funding for the project.

Whereas, It is necessary to retain the services of a professional consulting engineering firm to design and specify the needed bridge rehabilitation measures associated with the design of the Fuller Road, Maiden Lane, E. Medical Center Drive Bridges Rehabilitation Project;

 

Whereas, The professional engineering firm of Northwest Consultants, Inc., of Toledo, Ohio has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm, and the payments to be made by the City therefore, all of which are agreeable to the City;

 

Whereas, Funding for the design portion of the project was included in the approved FY 2014 Street Millage Capital Budget; and

 

Whereas, Northwest Consultants, Inc. received Human Rights and Living Wage approval on May 9, 2014;

 

RESOLVED, That a professional services agreement with Northwest Consultants, Inc. in the amount of $187,184.00 be approved;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That the City Administrator be authorized to approve amendments to Northwest Consultants, Inc.’s professional services agreement up to $19,000.00 in order to satisfactorily complete the project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
