Memorandum

The manholes are 101 years old, composed of brick and are disintegrating.  Corrosion from exposure to sewer gases, vibration from traffic, decades of freeze/thaw cycles and variations in hydrostatic soil pressures have combined to deteriorate the manholes.  Observed decomposition includes spalling, weakened mortar, missing bricks and excessive groundwater infiltration. 

 

The City received the following four bids for construction services:

E. T. MacKenzie Co.                                          $66,900.00

C. I. Contracting, Inc.                                          $67,238.00

Evergreen Civil, LLC                            $78,175.00

Fonson, Inc.                                                                      $47,193.00

 

Fonson, Inc. is the lowest responsible bidder.

 

The recommended contract includes $47,193.00 to replace the two deteriorated sanitary sewer manholes on Eighth Street and a 10% construction contingency in the amount of $4,719.00 to cover potential change orders, for a total of $51,912.00. 

 

Fonson, Inc. received Contract Compliance and Living Wage approvals on May 12, 2014.

 

Funds for this project are included in the approved Sanitary Sewer Capital Budget.

Body

Whereas, Replacement of dilapidated manhole structures is necessary to extend the service life of the greater sanitary sewer system;

 

Whereas, Of the four bids received, in response to ITB-4337, Fonson, Inc. provided the lowest responsible bid in the amount of $47,193.00;

 

Whereas, Fonson, Inc. received Contract Compliance and Living wage approvals on May 12, 2014; and

 

Whereas, Funds are available in the approved Sanitary Sewer Capital Budget;

 

RESOLVED, That Council accept the proposal and awards a contract to Fonson, Inc. in the amount of $47,193.00 for the Eighth Street Sanitary Sewer Manhole Replacement;

                     

RESOLVED, That a contingency in the amount of $4,719.00 be approved to finance potential change orders to the contract with Fonson, Inc. to be approved by the City Administrator;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the funding for this project be available for the life of the project until expended without regard to fiscal year.
