Memorandum
Attached for your consideration is a resolution to approve FY 15 and FY 16 General Fund allocations to non-profit entities for human services, totaling $1,244,629.  These awards are contingent on City Council's approval of the FY 15 budget, which includes this level of human services funding.
 
On November 7, 2013, through resolution #13-1164, City Council approved a continuation of the coordinated funding process for human services funding in partnership with the Ann Arbor Area Community Foundation, the United Way of Washtenaw County, Washtenaw County, the Washtenaw Urban County, and the RNR Foundation.  This coordinated funding process includes a Coordination/Planning funding process (United Way, Ann Arbor Area Community Foundation, and RNR Foundation funding), a Capacity Building funding process (United Way, Ann Arbor Area Community Foundation, and RNR Foundation funding), and a Program Operations funding process (City, County, Urban County, United Way, and Ann Arbor Area Community Foundation funding) in which each process is informed by the others and funders collaborate to ensure efficient and effective investment of both public and private human services funding.  The final approval of funding recommended in each of these processes, however, remains under the authority of each partner's board.
 
The City's FY 15 and FY 16 General Fund investments in non-profit entities for human services are included in the Program Operations component of this coordinated funding process.  Implementation of this process began with a Request for Information (RFI), issued in November 2013, which determined an agency's financial, governance and organizational capability to manage human services funding and program delivery.  Seventy-six (76) agencies responded to the RFI and after thorough review, 61 of those agencies were approved to move forward in the application process.
 
Those 61 agencies that demonstrated foundational financial, governance and organizational capacity were invited to apply to the Request for Proposals (RFP), released in January, 2014, for human services program operations funding in five priority areas:  Aging, Early Childhood, Housing and Homelessness, Safety Net Health and Nutrition, and School-Aged Youth.  The RFP responses, submitted via Community Grants by March 7, 2014 at 3:00 P.M., included 105 applications submitted by 50 agencies totaling $8,732,389 in requested funding.
 
The Coordinated Funding Review Committee (comprised of members appointed by City Council, the Washtenaw Urban County, Washtenaw County, the United Way of Washtenaw County, and the Ann Arbor Area Community Foundation reviewed the applications and met throughout April 2014 to make recommendations on the human services funding allocations.
 
The current Program Operations funding round contained $47,000 less funding than the prior round, and due to the intentional outreach and broadening of eligibility parameters (resulting in more RFI-approved applicants), there was increased competition for the same dollars. These factors resulted in a much more difficult and complex funding recommendation process for the review team.
 
In addition to the standard scoring criteria included with the RFP, the Coordinated Funding Leadership Team indicated its desire to employ additional conditions through which funding recommendations would be made to ensure the limited Program Operations funding would be targeting the most vulnerable residents in our community. Utilizing this model, the funding recommendation process was a multi-step process:
 
·      Step 1: Rank according to score within each priority area & determine which programs should be considered for funding at some level and which should not be funded.
·      Step 2: Allocate at least $400,000 per priority area, where applicable/appropriate as baseline funding.
·      Step 3: After baseline allocation, remaining funds will be allocated to proposals using the following priorities.
o      Prioritize service area coverage of geographic regions most acutely in need (specifically 48197 & 48198 zip codes)
o      Maximize county-wide coverage of services as appropriate
 
Based on the Coordinated Funding model approved by the Board of Commissioners on November 6, 2013, the Coordinated Funding Review Committee is recommending that a total of $4,321,494.00 be allocated to fifty-seven programs (55 awarded competitively and 2 awarded through sole-source) in the following manner:

The recommendation for $1,244,629 in Human Services General Funds assumes no change from the FY 14 allocation, based on FY 15 budget resolution #14-0550.

Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, the Washtenaw Urban County Executive Committee, and the RNR Foundation Board of Directors approved a coordinated Funding process in the fall of 2013 for FY 2015 and FY 2016 human services funding;
 
Whereas, The City of Ann Arbor, the United Way of Washtenaw County, Washtenaw County, the Washtenaw Urban County, and the Ann Arbor Area Community Foundation released a joint Request for Information to determine applicants' financial and organizational capacity;
 
Whereas, The City of Ann Arbor, the United Way of Washtenaw County, Washtenaw County, the Washtenaw Urban County, and the Ann Arbor Area Community Foundation released a joint Request for Proposals to eligible agencies for human services program operations applications;
 
Whereas, A Coordinated Funding Review Committee has reviewed all eligible applications and recommended the allocation of $1,244,629.00 in City General Funds, $1,760,708.00 in United Way Funds, $1,015,000.00 in Washtenaw County General Funds, $274,907.00 in Washtenaw Urban County CDBG and Washtenaw County General Funds, and $26,250.00 in Ann Arbor Area Community Foundation senior funds to local non-profit human services agencies as a part of this RFP process for FY 15;
 
Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee retain the authority to approve their own allocations;
 
Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee have committed to allocating Program Operations funding allocations in partnership with each other;
 
Whereas, Award of these contracts is contingent on human rights and living wage approvals prior to execution of the contracts; and
 
Whereas, Award of these funds is contingent on passage of the proposed FY 15 City of Ann Arbor budget;
 
RESOLVED, That the Mayor and City Council approve allocations from the General Fund, contingent on approval of human services funding in the FY 15 budget, to the non-profit entities listed below and authorize the Office of Community & Economic Development to negotiate contractual agreements in accordance with the City's purchasing procedures with the funded entities, and with the coordinated funders as necessary to provide the entities with an integrated coordinated funder contract, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney:
