Memorandum
We recommend your approval of the attached resolution authorizing Professional Services Agreements with Perimeter Engineering, LLC, for $100,000.00 and Stantec Consulting Michigan, Inc. for $100,000 for General Construction Inspection Services.
 
The Project Management Services Unit (PMSU) provides inspection for construction of capital projects and private development projects within the City's right-of-way. The construction inspector's tasks include oversight of contractor activities, enforcement of construction standards (e.g., materials and methods), and measurement of pay item quantities. These tasks are critical to the success of any construction project.
 
Due to the fluctuation of construction activity throughout the year (light in the winter and heavy in the summer), the level of staffing within PMSU must often be supplemented in the warmer months to provide sufficient inspection for all of the planned projects. This year, PMSU will need additional inspectors to help cover both the city's planned capital projects and expected private development construction.
 
In March 2014, a request for proposal for Construction Inspection Services was issued and proposals from four consultants were received on March 20, 2014. A team of staff members reviewed all of the proposals and narrowed the selection to three consulting firms whose fee quotations were opened and evaluated.  Based on their professional qualifications, past experience with the City, and the fee quotations, Stantec and Perimeter were both selected. Selecting two consultants allows extra flexibility for City staff during the peak of construction season.
 
The consultant services will only be used when additional support is needed to supplement existing Project Management staff. The services provided by these consultants will be paid for within approved project budgets and annual operating budgets as appropriate.
 
Both consultants have received Human Rights approval and their employees assigned to work with the City of Ann Arbor will receive compensation in accordance with the Living Wage Ordinance.

Whereas, The City of Ann Arbor Project Management Services Unit (PMSU) provides construction inspection for capital and private development projects within the City's right-of-way;
 
Whereas, The demand for the construction inspection services fluctuates seasonally and often creates periods of peak demand for services beyond the current in-house resources;
 
Whereas, It is necessary to retain one or more consulting firms to provide additional construction inspectors to cover the upcoming capital projects and the anticipated private development projects;
 
Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, and fee schedule;
 
Whereas, Perimeter Engineering, LLC of Chelsea, Michigan and Stantec Consulting Michigan, Inc. of Ann Arbor, Michigan have submitted to the City proposals for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
 
Whereas, Perimeter Engineering, LLC and Stantec Consulting Michigan, Inc. have received Human Rights and Living Wage approval; and
 
Whereas, The required funds for the construction inspection services are available in Project Management's operating budget, and approved capital budget as appropriate;
 
RESOLVED, That the City Council approve the Professional Services Agreement with Perimeter Engineering, LLC in the amount of $100,000.00 for General Construction Inspection Services;
 
RESOLVED, That the City Council approve the Professional Services Agreement with Stantec Consulting Michigan, Inc. the amount of $100,000.00 for General Construction Inspection Services;
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
