Memorandum
This is to recommend approval of the attached resolution authorizing a second amendment to the Professional Services Agreement with Fishbeck, Thompson, Carr & Huber, Inc. (FTCH) for additional civil engineering services.

The original professional services agreement with FTCH was approved by City Council in June 2011 (see attached resolution R-11-227) for $85,000.00 plus $35,000.00 in contingencies to provide civil engineering support to the City of Ann Arbor Project Management Services Unit. The first amendment to the agreement in November of 2013 utilized the contingency amount ($35,000) to allow FTCH to survey and begin design work for the Scio Church Sidewalk.

The attached resolution recommends a second amendment of $148,176.00 (total agreement amount of $268,176.00) to provide the following:

Evaluation and Design of Urgent Sanitary Repairs on Huron Street
The amendment includes $97,547.00 for design of urgent repairs to the sanitary sewer pipes and structures in Huron Street near the intersections of Glen Street and Zina Pitcher. The existing sanitary structures need to be reconstructed and the pipes need to be repaired and lined. The limited video surveillance available indicates that a 30-foot deep manhole in Zina Pitcher has badly deteriorated on one side and is in need of replacement to prevent impacts on the overlying roadway and to sanitary sewer service in the area.

FTCH is qualified to provide engineering services for this emergency repair project. FTCH has worked directly with UM on steam tunnel repairs and road work on East Huron Street extending from Zina Pitcher Plaza through Glen Avenue. FTCH has coordinated directly with UM AEC, UM Power Plant & Facilities, MDOT and the City on nearby work and has detailed knowledge of the underground utilities and unique...
