Memorandum
Attached for your consideration is a resolution to approve the closing of certain streets for the Ann Arbor Marathon Running Event on Sunday, March 30, 2014 from 6:30 A.M. to 1:30 P.M.
 
The sponsor, Champions for Charity, is raising money through this event for the Ann Arbor Public Schools Education Foundation (AAPSEF).  
 
The race is scheduled to begin at 7:30 A.M. and end by 1:30 P.M.  The sponsor has requested to close the following streets between 6:30 A.M. and 1:30 P.M. and the streets will be reopened as soon as safely possible after participants have cleared the areas:
 
•      Eastern Northbound lane of Main Street from Stadium to Liberty
•      S. Main Street between William and Liberty
•      E. Liberty from S. Main to S. State
•      S. State from Monroe to E. Liberty
•      E. William from S. Main to S. State
•      Southern/Eastbound lane of North University from State to the pedestrian bridge
•      Observatory from Washington Heights to Geddes
•      Northern/Westbound lanes of Geddes from Observatory to Huron Parkway
•      Northbound lanes of Huron Parkway between Geddes and E. Huron River Drive
•      E. Huron River Drive from S. Huron Parkway to Dixboro Road
•      Southbound lane of Old Dixboro Road from Dixboro to Gallup Park
•      Eastbound lane of Fuller Road from Gallup Park entrance to Fuller Court
•      Eastbound lane of Fuller Court between Gallup Park and E. Medical Center Drive
•      Eastbound lane of Fuller Road from Fuller Court to E. Medical Center Drive
•      Westbound lane of E. Medical Center Drive from Fuller Road to Washington Heights
•      Washington Heights between E. Medical Center Drive and Observatory
•      S. University Avenue between E. University and Tappan

The Sponsor has changed the route this year to have less impact on the City with fewer street closures and to improve the runner experience.  The Sponsor will communicate about street closures per the attached communication plan.  The City's website will also include information about street closures for this event.  
 
The sponsor has requested approval for amplified music from 9:00 A.M. to 1:30 P.M. at Gallup Park and in the vicinity of the finish line (S. Main Street between William and Liberty.  Additionally, there will be loud announcements between 7:00 A.M. and 7:45 A.M. at the start line on S. Main at Keech. The sponsor's noise plan includes the use of a band at the finish and at Gallup Park.  Announcing of the start of the race and music will begin at 8:15 a.m.  Additional music will be played via iPod or MP3 at aid stations, with only one station in a residential area.  The sound will be within the guidelines of the noise ordinance.
 
The Sponsor, agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets, and will reimburse the City for all event expenses.  Notification of the street closings will be provided through the City's website and sponsor's communication plan.
 
 
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, the Sponsor is requesting the City close the following streets from 6:30 A.M. to 1:30 P.M. for the race and cleanup with streets to reopen as soon as safely possible after participants have cleared the areas:

Whereas, The street closures will be signed, barricaded and properly supervised;
 
Whereas, The Sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets;
 
Whereas, The Sponsor has agreed to pay the cost of City services associated with the staging of this event; and
 
Whereas, Notification of the street closings will be provided through the City's website and sponsor's communication plan;
 
RESOLVED, That City Council approve the closing of the following streets on Sunday, March 30, 2014 from 6:30 A.M. to 1:30 P.M. with streets to reopen as soon as safely possible after participants have cleared the areas:
 
•      Eastern Northbound lane of Main Street from Stadium to Liberty
•      S. Main Street between William and Liberty
•      E. Liberty from S. Main to S. State
•      S. State from Monroe to E. Liberty
•      E. William from S. Main to S. State
