Memorandum
The existing boiler at Fuller Pool, installed in 1995, has been performing below the expected level of service for several years, culminating with a shut-down of Fuller Pool in the summer of 2013 due to the boiler requiring repairs after Memorial Day weekend.
Although the existing boiler has not reached the end of its expected service life of 20 years, it has required significant, costly repairs over the last several seasons. Rather than risk another shut-down after the pool opening in 2014, staff recommends replacing the boiler prior to pool opening.
In order to avoid any delays in opening Fuller Pool during Memorial Day weekend in 2014, the boiler equipment has been purchased by the City and is currently stored in the boiler room at Fuller Pool. Bids were solicited from mechanical contractors to perform the work of removing the existing boiler and installing the new boiler.
The following two bids were received in response to ITB-4315:
Altech Mechanical Service, LLC $66,544.00
Johnson & Wood, LLC $86,000.00

Staff recommends acceptance of the Altech Mechanical Service, LLC bid in the amount of $66,544.00 to replace the boiler at Fuller Pool and approval of a 10% construction contingency in the amount of $6,654.00 to cover potential change orders to be approved by the City Administrator, and that the $73,198.00 be approved for the life of the project without regard to fiscal year. Funds are available in the approved FY 14 Public Service’s Parks Maintenance and Capital Improvements Millage operations and maintenance budget.

Altech Mechanical Service, LLC received Contract Compliance and Living Wage approval on November 14, 2013.
