Memorandum
This resolution seeks approval for a Domestic Violence Prevention Grant Service Contract between the Domestic Violence Project, Inc., a.k.a. SafeHouse Center, and the City of Ann Arbor, on behalf of the 15th Judicial District Court, subject to the availability of funding through the Office on Violence Against Women of the Department of Justice Grant Award 2011-WE-AX-0033 awarded to the 15th Judicial District Court and accepted on behalf of the Court by Council.
 
This Contract requires the SafeHouse Center to: provide confidential support, information and referrals for victims of domestic violence cases in the 15th Judicial District Court, 14A Judicial Court and 14B Judicial District Court; monitor court and probation activity as it relates to victim safety; work collaboratively to enhance victim safety; and offer advice and training to judges, magistrates, probation and compliance officers and community partners.  In return for those services, the City will compensate the Domestic Violence Project, Inc., a.k.a. SafeHouse Center in a total amount not to exceed $114,000.00.
 
Approval of a ten percent (10%) contract contingency is also requested to allow the Court to increase services should additional funds become available for counseling and rehabilitation through an approved SCAO grant award program budget amendment [e.g., approved grant project line-item budget adjustments within the total program award].   
The Domestic Violence Project, Inc., a.k.a. SafeHouse Center received Living Wage and Contract Compliance approval on October 8, 2013.

Whereas, The 15th Judicial District Court has been awarded and Council has accepted on its behalf an Office on Violence Against Women of the Department of Justice Grant for the period of October 1, 2013 through September 30, 2016 or as may be extended by the U.S. Department of Justice;
 
Whereas, The Grant award includes funds to compensate the Domestic Violence Project, Inc., a.k.a. SafeHouse Center for domestic violence victim support, referrals, staff training and case monitoring as well as other related domestic violence prevention services for the 15th Judicial District Court, 14A Judicial District Court and the 14B Judicial District Court; and
 
Whereas, It is in the best interests of the City to enhance domestic violence prevention by obtaining the services recited in this resolution;
 
RESOLVED, That City Council approve the Domestic Violence Prevention Grant Service Contract with the Domestic Violence Project, Inc., a.k.a. SafeHouse Center for the term of the grant award, including any extension authorized by the U.S. Department of Justice, in a total amount not to exceed $114,000.00;
 
RESOLVED, That City Council approve a ten percent (10%) contract contingency in the amount to be expendable from available Office on Violence Against Women of the Department of Justice grant funds during the life of the grant award without regard to fiscal year with the approval of the U.S. Department of Justice and the City Administrator;
RESOLVED, That City Council authorize and direct the Mayor and City Clerk to execute the Domestic Violence Prevention Service Contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That City Council authorize the City Administrator to take all necessary administrative actions to implement this Resolution.
