Memorandum
Attached for your review and approval is a resolution which authorizes a continued commitment to Washtenaw County for expansion of the Enterprise Backup and Recovery system at a service cost of $80,643.00 for two years beginning in FY2014.  Services are provided for under the terms of the Interagency Agreement for Collaborative Technology and Services between the City of Ann Arbor and Washtenaw County.
 
Expansion of the Backup and Recovery system with de-duplication capabilities provides enough additional backup and storage capacity to handle both organizations immediate and future needs until the next generation backup, storage and recovering solution is acquired.
 
There are many continued benefits to the City of Ann Arbor in subscribing to this Washtenaw County-provided service.  
 
1.      The City of Ann Arbor avoids having to expend its own capital for a similar investment.  
 
2.      The City and County continues to use best practices for managing and configuring the Enterprise Backup and Recovery system to meet the data backup needs of both organizations.  This includes providing backup staffing, coordinating system upgrades and jointly managing the performance of the system.
 
3.      By choosing to collaborate on this service offering, the City of Ann Arbor and Washtenaw County will continue to provide common backup, recovery and business continuity services to both organizations.
 
Included in the Washtenaw County service offering are software updates, access to EMC technical support and retention of the proper licenses for use of the software.  The City of Ann Arbor and Washtenaw County also agree to the City having access to 50% of the capacity of the backup system, to scheduling mutually agreeable maintenance windows and to establish standard response times for unplanned outages.  
 
The accompanying resolution authorizes the creation of a purchase order to process one payment to Washtenaw County in the amount of $80,643.00 for FY2014 and FY2015 ($40, 321.50 per annum) enterprise storage services as described above.  
 
This expenditure is planned for and budgeted in the FY2014 Information Technology Services Fund budget and planned for in the FY2015 Information Technology Services Budget.

Whereas, Washtenaw County and the City of Ann Arbor entered into an Interagency Agreement for Collaborative Technology and Services;
 
Whereas, Expansion of the current enterprise class backup solution is needed for both the City of Ann Arbor and Washtenaw County to address business and data recovery needs;
 
Whereas, As a subscriber to the Interagency Agreement, the City of Ann Arbor avoids having to expend its own capital on investments where Washtenaw County agrees to make the investment and provide services to the City;
 
Whereas; By entering into this agreement the City of Ann Arbor and Washtenaw County use best practices for managing and configuring the Enterprise Backup and Recovery system to meet the enterprise backup needs of both organizations including providing backup staffing, coordinating system upgrades and jointly managing the performance of the system;
 
Whereas; By choosing to collaborate on this service offering, the City of Ann Arbor and Washtenaw County will also be able to provide common backup, recovery and business continuity services to both organizations and
 
Whereas, Funding for the subscription to enterprise storage services from Washtenaw County  is planned for and budgeted for in the FY2014 Information Technology Budget and is planned for in the FY2015 Information Technology Budget;
 
RESOLVED, That City Council approve Schedule 17 to the Interagency Agreement for Collaborative Technology and Services between Washtenaw County, as provider and the City, as subscriber, for Enterprise Backup Services;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Schedule 17 after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution, including the issuance of a purchase order for the FY 2014 in the amount of $80,643.00 to be expended without regard to fiscal year.
