Memorandum
Attached for your review and approval is a resolution to purchase U.P.M. High Performance Cold Patch material from Barrett Paving Materials, Inc. U.P.M. High Performance Cold Patch material is used by City forces in normal maintenance tasks associated with street repairs, such as pothole repair and to make temporary, street cut repairs across the system. U.P.M. High Performance Cold patch has proved superior to other materials on the market.

The Public Services Area solicited bids, ITB 4298, for U.P.M. High Performance Cold Patch material. Two firms submitted bids in response to ITB-4298. Barrett Paving Materials, Inc. was the lowest responsible bidder.

Sufficient funds for this purchase are budgeted within the Public Services, Field Operations Major and Local Street funds, Water Supply System, Sewage Disposal and Storm Sewer systems for FY14. Future contract years are subject to City Councils annual appropriation.

Whereas, Competitive bids were sought for the supply of U.P.M. High Performance Cold Patch materials and Barrett Paving Materials, Inc. was the lowest responsible bidder;

Whereas, The Public Services Area solicited bids (ITB-4298) for U.P.M High Performance Cold Patch materials for the period of September 1, 2013 through August 31, 2015, subject to annual appropriation of funds;

Whereas, The bid prices are firm through August 31, 2015;

Whereas, Barrett Paving Materials, Inc. received Human Rights approval on February 28, 2013;
