Memorandum
Your approval is requested for a professional services agreement with Mead and Hunt, Inc. to perform the Federal Energy Regulatory Commission (FERC) Part 12 Dam Safety Inspection and Report for Barton and Superior Dams. Part 12 Dam Safety inspections are required to be completed at these dams every 5 years by an independent consultant specifically approved by FERC. The last inspection was completed in 2008. FERC requires that an approved inspection and safety report be submitted by December 31, 2013.

The City advertised the work to be completed as part of RFP No. 853. The following four responses were received and evaluated:

Mead and Hunt $ 53,600.00
Stantec $ 63,000.00
Barr Engineering $ 69,880.00
Black and Veatch $107,000.00

Mead and Hunt, Inc. was the lowest responsible bidder at $53,600.00. Mead and Hunt, Inc. received Human Rights approval on May 8, 2013 and complies with the living wage ordinance.

This work is to be funded from the approved FY14 General Fund Hydroelectric Dam Operation and Maintenance Budget.
