Resolution to Approve a Contract with Riteway Fence Inc. for the Installation of Gates and Fencing at the Ann Arbor Airport (ITB #4275) ($139,582.50)
Memorandum
We recommend your approval of the attached resolution authorizing a contract in the amount of $139,582.50, with Riteway Fence Inc. of Sterling Heights, MI, for the installation of gates and fencing at the Ann Arbor Airport. The project involves the installation of two new gates and the replacement of three existing gates that lead to secure hangar areas at the Ann Arbor Airport. The work also includes the installation of additional fencing which will eliminate an open access point to the airport operations area of the airfield. By including the replacement of the three nearly 20 year old existing gates as part of the project, the Airport can replace these gates, which are typically a local maintenance expense, at a significantly reduced cost.
The proposed work was included in the Airport Improvement Plan for a future year but became a priority project for the Federal Aviation Administration (FAA) and the Michigan Department of Transportation - Office of Aeronautics (MDOT-Aero) after three airfield incursions occurred in 2012.
This is a cooperative project with MDOT-Aero that was approved for local bidding by the State. MDOT-Aero will provide the project administration and make payments directly to the contractor after the City has signed off on the work.
Invitations to bid (ITB #4275) were posted on-line and qualified bids were received on April 4, 2013 from four contractors. Staff has evaluated the bids and determined that the prices were competitive and recommends Riteway Fence Inc. be awarded the contract. The bid tabulation is attached.
Funding for this work is primarily covered by the MDOT-Aero Airport Improvement Program Grant which was approved by City Council on February 19, 2013. There is $117,446.00 of State and Federal grant funds available for construction. This resoluti...
