Attached for your consideration a resolution that authorizes a purchase order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for the purchase of a software upgrade for the City’s Traffic Control System, SCOOT. ($96,748.00)

The SCOOT, Split Cycle Offset Optimization Technique, system manufactured by Siemens was originally installed in 2003. The system currently resides in the data center at the Wheeler Service Center and runs 24 hours a day, seven days a week. The Ann Arbor SCOOT System currently handles daily traffic signal control to approximately 45 intersections within the City, including some major roadway arteries such as, Washtenaw Ave., Plymouth Rd., and E. Stadium.

At that time of installation, the SCOOT software was built to run on a type of computer called an AlphaStation. AlphaStation computers do not run window based software, but utilize other operating systems. These systems and hardware are no longer manufactured and replacement parts are limited. Due to the age of the hardware, current system failures, limited technical support and limited replacement parts we are in need of a system upgrade.

Since 2003 Siemens, the manufacturer, has upgraded the technology to utilize a PC/Windows platform. This upgrade will keep our current traffic control system operational and reliable. It will also allow for expansion of the traffic control system at minimal expense, and increased technical support availability. The City will execute a license agreement with Siemens that is required for the City to be able to receive and use the software.

Carrier and Gable, Inc. is currently the sole distributor in the State of Michigan authorized to sell, install, and support Siemens traffic control software products. Carrier and Gable, Inc. received Human Rights Approval on April 10, 2012.
