Memorandum
Attached for your review and approval is a resolution to award a construction contract to Barrett Paving Materials, Inc. in the amount of $3,583,944.55 for the 2013 Street Resurfacing Project.

This year’s program consists of the resurfacing of approximately two major streets and nine or more local streets located throughout the City. Depot Street (Main to Carey) was included as part of the original bid package. However, early indications from the Allen Creek Railroad Berm Opening Feasibility Study show possible solutions could impact the storm sewer within Depot Street. Therefore, Depot Street will not be included in this year’s resurfacing program. Other local streets, yet to be determined, will be substituted for Depot Street this year.

Attached is the expected street list. Construction is scheduled to begin approximately April 15, 2013 and to be completed in October 2013. A tentative timeframe for construction is shown, however, the exact schedule for each street will be adjusted to best coordinate with scheduled City events (such as Art Fair, U of M home football games, and in-session school days) and other construction projects.

The Street Resurfacing Project is created as a unit price contract with the understanding that the actual quantities used in construction will vary. Reflecting this flexibility, if any streets on the existing list are removed for any reason, other streets within the City may be substituted. If the funds are depleted prior to the completion of all the streets listed on the attachments, the construction contract will be terminated and the balance of the streets will be deferred to a future Resurfacing Project.
