The attached resolution authorizes the purchase of three 2013 Ford Police Interceptor- Sedans at $23,800.00 each and one 2013 Ford Police Expedition with Special Service package at $27,053.00 for a total of $98,453.00 from Gorno Ford, Woodhaven, Michigan.  
 
The City's labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.
 
The police patrol vehicles listed on this resolution will replace police patrol vehicles that will have reached the 80,000 miles limit and a police patrol SUV that will reach its 6 year age limit in the next year.
 
The standard patrol vehicle used by the Police Department was the Ford Crown Victoria, which was retired last year. The Police Department and Fleet Services are currently evaluating all the pursuit rated vehicles from the three major manufacturers.
 
The Police Department is currently evaluating a Dodge Charger patrol vehicle, a Chevrolet Caprice patrol vehicle, a Ford Police Interceptor - Sedan, and a Ford Interceptor - Utility.  Both Ford products are getting prepped for service at this time and there is one additional Chevrolet Caprice on order. The initial result on the Dodge Charger shows a lot of problems with the front suspension and electrical issues. The Chevrolet Caprice has an excessively long order time with the unit pending delivery on order for over one year.
 
For FY13, Police have requested that three Ford Police Interceptor - Sedans be purchased on this resolution and four Chevrolet Tahoe Police Pursuit vehicles be purchased on a separate resolution. With the initial review results of the Charger and the Caprice, it appears that the Interceptor-Sedan will likely be the replacement vehicle for the Crown Victoria.
 
This resolution covers the purchase of the Ford Police Interceptor-Sedan with Ford's 3.7 liter V-6 engine and an All Wheel Drive transmission. The Ford Police Interceptor series of vehicles are built specifically for sale to law enforcement agencies and are not available to the public. The basic body styling of these vehicles are similar to the Ford Taurus (Interceptor-Sedan) and Explorer (Interceptor-Utility).
 
Ford is currently offering the Interceptor -Sedan with three different engines a 3.5 liter V-6 with 288 HP, a 3.7 liter v-6 with 305 HP, and a 3.5 Liter "Eco Boost" V-6 with 365 HP. Although independent emissions information is not available, Ford shows the 3.7 liter engine has the best fuel economy of the three engines with 18mpg City/25 mpg Highway. The Crown Victoria was rated at 14 mpg City and 21 mpg highway.
 
The Ford Expedition with Special Service package is configured for law enforcement use but is not pursuit rated. The vehicle will replace an Expedition used by the Motor Carrier officer; the amount of equipment he carries in the vehicle, including scales and spacers requires this size of vehicle.
 
This purchase follows the guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.
 
The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan, Oakland County, and Macomb County. Gorno Ford was the lowest responsive bidder to the State of Michigan bid.   
 
Gorno Ford received Human Rights approval on February 1, 2013.

Whereas, The Fleet and Facilities Unit needs to purchase replacement vehicles for the City's fleet;
 
Whereas, Gorno Ford, Woodhaven, MI, is the lowest responsive bidder to the State of Michigan's Cooperative Bid programs; and
 
Whereas, Gorno Ford received Human Rights approval on February 1, 2013;
 
RESOLVED, That City Council approve the issuance of a purchase order to Gorno Ford for the purchase of three 2013 Ford Police Interceptor-Sedans at $23,800.00 each and one Ford Expedition with Special Service package at $27,053.00 for a total amount of $98,453.00;
 
RESOLVED, That funds for these purchases come from the 2013 Motor Equipment budget with funds to be available without regard to fiscal year;
 
RESOLVED, That the vehicles being replaced (nos. 0031, 0036, 0040 and 0334) be sold at the next City vehicle auction; and
 
RESOLVED, That the City Administrator is authorized to take the necessary actions to implement this resolution.
