Memorandum
Attached is a resolution to authorize a purchase order in the amount of $90,000.00 to Aclara RF Systems, Inc. Aclara RF Systems, Inc. is the manufacturer of the data collection units (DCUs) used in the city’s automated meter reading (AMR) system and is our sole source supplier.

The city’s AMR system is comprised of meter transmitter units (MTUs) on each meter which transmit water and sewer usage reads to data collection units (DCUs). The DCUs forward this information to the network control computer (NCC) which stores the data transmitted by the DCUs. The city currently has 31 DCUs which connect to the NCC through an analog cellular connection. As of January 2014, Verizon, our cellular carrier, will no longer provide analog service and will require a digital connection. The current DCUs cannot be modified to accommodate a digital connection and as a result need to be replaced. Our intention is to replace them with DCU IIs that will be hard wired for power and network when possible. Replacing the DCUs is necessary and updating to DCU IIs will keep our system technologically current and provide additional functionality through two way communication with the MTUs that isn’t currently possible.

Sufficient funds are available in the approved FY 2013 Public Services Area, Water and Sanitary Sewer Fund budgets and will also be offset by savings on our current cellular bills which amount to approximately $1,000 per month for the 31 DCUs.
