Memorandum
Attached for your approval is a resolution authorizing an operational agreement between the City of Ann Arbor and Washtenaw County for the Office of Community and Economic Development (OCED). The operational agreement provides the mechanism for the continuing collaborative efforts between the City and Washtenaw County to execute the functions of the joint Office of Community Development (OCD)such as management of the City’s Housing and Human Services programs, coordination of City and County human services activities and day to day functions of the OCD.

Approval of the operational agreement will authorize the expenditure of up to $150,000 to be paid to the Washtenaw County for FY13 operational costs to manage City’s Human Services contracts, Affordable Housing Trust Fund and City-related functions of the OCD. The agreement also provides for the two City employees working in the OCED for coordination, facilitation of rehabilitation and inspections of homes and rental units occupied by lower income residents. The County will reimburse the City up to $221,000 for the expenses associated with these services provided by the two City employees in FY13.

The Operational Agreement has been in place since July 2010. This Operational Agreement will remain in effect through June 30, 2013 at which time the agreement may be renewed for another year.
