Memorandum to Mayor and Council on Business Refuse Cart Charges

Attached Communications Plan for business refuse (trash) cart charges that City Council approved for this fiscal year, starting January 1, 2013. Field staff estimates that there are between 100 to 200 business locations that have refuse carts that are currently not paying a fee. Field staff will be identifying business locations through the end of this month and the beginning of December for this purpose.
Locations within the DDA currently pay a fee ($46/month for 3 times per week service), and business locations using dumpsters throughout the city pay a fee depending on the frequency of service and size of dumpster. The new fee for once per week service will be $45 per quarter per cart, or $15 per month.
Recycling services and food waste composting services are available to these businesses at no charge, and staff will be encouraging businesses to use these services as a way to decrease their refuse collection costs.
