Memorandum
On July 2, 2012 City Council passed a resolution directing the City Planning Commission to initiate adoption of the sixteen sustainability goals developed as part of the Sustainability Framework into the City of Ann Arbor Master Plan. Prior to this action, in May and June of 2012, the City Planning Commission and five other city boards and commissions passed a resolution unanimously recommending that City Council initiate the process to adopt the 16 sustainability goals as part of the City Master Plan.

The attached draft Sustainability Framework contains the 16 goals and additional narrative that serve to provide background for the goals and clarify the Sustainability Framework’s relationship with the rest of the City Master Plan.

The Michigan Planning Enabling Act (PA 33 of 2008 as amended) requires that the legislative body of the municipality approve distribution of a proposed Master Plan element to adjoining jurisdictions and other stakeholders prior to amending its master plan. The distribution process and the organizations that must be notified are listed in the attached Planning Commission staff report.

Approval of this resolution will initiate the distribution of the Sustainability Framework for comment in order for the process of adopting the draft plan to proceed. The Planning Commission will have an opportunity to discuss the content of the draft plan at greater length in early January 2013, after comments have been received from adjoining jurisdictions, stakeholders, and the general public. In addition, the Planning Commission will hold a public hearing to receive comments from the general public.

The Planning Commission recommended approval of this resolution on September 18, 2012.
