Please find attached for your consideration a resolution that authorizes a contract with Premier Truck Sales & Rental, Inc. for the rental of eight rear load refuse trucks for use in the City's fall yard waste collection.  
 
In the fall, the volume of yard waste drastically increases and will overwhelm the City's fleet of three side load compost trucks. These side load truck have smaller "hoppers" designed for the one to two containers per stop found during normal yard waste collection.
 
The hopper is the area of the truck where the containers/bag are dumped before being packed into the truck. The smaller the hopper, the sooner the operator has to "pack" the truck. When the truck is packing, yard waste cannot be dumped into it.
 
The rear load trucks we are renting have much larger hoppers and require the operator to pack the truck less often. These trucks are better suited for the multiple bags and containers we see in the fall months. In addition to using trucks with the larger hoppers, the increase in the volume of yard waste requires us to more than double the number of trucks sent out each day.
 
The Fleet and Facilities Unit of the Public Services Area solicited bids for the truck rentals.  Three requests were sent out but only one vendor was able to supply all eight trucks during the period we need them.

Funds were budgeted and are available in the FY13 operations & maintenance budget of the Solid Waste Enterprise Fund.
 
Included in this resolution is a contingency of $22,160.00 for two additional weeks of rental based on a weekly rental rate of $1,385.00 per truck.

Whereas, The City of Ann Arbor will need to rent rear load refuse trucks for use in the fall yard waste collection program;
 
Whereas, Competitive bids were solicited by the Fleet and Facilities Unit of the Public Services Area and Premier Truck Sales & Rental, Inc. was the sole responsible bidder;
 
Whereas, Premier Truck Sales & Rental, Inc. received Human Rights approval on October 11, 2011; and
 
Whereas, Sufficient funds are budgeted in the Public Services Area Solid Waste Enterprise Fund FY13 operations and maintenance budget;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a rental contract with Premier Truck Sales & Rental, Inc. after approval as to substance by the City Administrator and as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
