Memorandum
The AAPD has been working with peer agencies in Washtenaw County to identify common interagency tasks and services best positioned for collaboration, and has identified crime mapping and analysis as a high-priority interagency task. Additionally, all law enforcement agencies of Washtenaw County are members of CLEMIS, an Oakland County- based consortium focused on providing a complete set of law enforcement technology to its users.

CLEMIS chose the CrimeView Dashboard by the Omega Group as its new crime mapping and analysis toolset and will be utilizing it across multiple agencies. The City of Ann Arbor has been included in the initial pilot project along with three other agencies, the City of Southfield Police Department, Canton Township and Pittsfield Township.

A total amount of $48,511 will be used for the installation and configuration, training, and a one year subscription fee for Omega Group’s CrimeView Dashboard, a law enforcement specific, geospatial, crime mapping dashboard also known as a Law Enforcement Information Dashboard (LEID). The $48,511 hosting and implementation fee will be made up of $27,996 from the JAG and $20,515 with funds approved for Safety Services technology projects within the Information Technology Fund. The CLEMIS consortium has committed to covering all future software maintenance costs, therefore the project will have no ongoing maintenance costs beyond the year one costs included in this resolution.

The Omega Group, as the selected CLEMIS system, is a sole source provider. The Omega Group received Human Rights and Living Wage approvals on August 14, 2012.
