Resolution to Approve the Purchase of 100' Mid-Mount Aerial Platform Fire Apparatus from Sutphen Corporation (RFP# 827 $1,043,685.00) and to Appropriate Funds (8 Votes Required)
Memorandum
The attached resolution authorizes the purchase of a 2013 Sutphen model SPH100 mid-mount aerial platform for use by the Safety Services Area, Fire Department Unit. Funds are available for this in the fund balance of the Fleet Services Fund, but will need to be appropriated to the Fleet and Facility Unit FY13 budget.
This purchase is an integral part of an ongoing program to correctly size the Fire Department's fleet and will allow the fleet to remain in compliance with NFPA 1901 standard for fire apparatus service life which recommends that an apparatus stay in front line service for no longer then 15 years and be removed from service completely after 25 years.
The Procurement Unit of the Financial Services Area issued a Request for Proposals for a mid-mount aerial platform and five proposals were received. Staff from the Fire Department, Fleet & Facility Unit, and the Financial Services Area reviewed the proposals and Sutphen Corporation, Dublin, OH was scored as best fitting the needs of the City. Some of the advantages of the Sutphen proposal were reduced maintenance cost and lower fuel usage. These saving come from several factors including an aluminum boom, the ability for in house repairs to the boom, lower gross vehicle weight, modular body compartments, and standard size rear brakes.
This unit will replace a 1999 Emergency One brand 100' ladder truck which will be retained in the Fire Department's fleet as a "reserve" aerial truck. As a reserve unit, it will be put into service whenever the new aerial is removed from service for maintenance or repairs. In addition to the ladder truck, the Fire Department currently has a 1996 Emergency One brand 100' aerial platform which the Fire Department will keep as a secondary aerial truck to be housed in a station other than Station # 1. When one of these two vehicles reaches the point that the maintenance and repair cost exceed its value, that truck will be removed from service and the remaining truck will become the "reserve" truck to the new aerial platform. Neither of these Emergency One aerial units is slated for replacement in the future.
The estimated delivery of the new aerial platform is 10 to 12 months after the order is placed.
The Fleet and Facility Unit has adequate funds available in the Fleet Services Fund's fund balance for this purchase, but those fends need to be appropriated to the Fleet and Facility Unit FY13 budget.
Sutphen Corporation received Human Rights approval on July 16, 2012.

Whereas, Sutphen Corporation had the most responsive proposal to RFP# 827 for aerial platforms; and
Whereas, Sutphen Corporation received Human Rights approval on July 16, 2012;
Whereas, Adequate funds for this purchase are available in the Fleet Services Fund's fund balance;
RESOLVED, That the City Council approve an amendment to the Fleet and Facility Unit FY13 budget by appropriating $1,043,685.00 from the Fleet Services Fund Balance;
RESOLVED, That City Council approve the issuance of a purchase order to Sutphen Corporation for the purchase of a 2013 Sutphen model SPH100 100' aerial platform in the amount of $1,043,685.00;
RESOLVED, That the funds be made available without regard to fiscal year;
RESOLVED, That the first of the two existing aerial fire apparatus in the current fleet to reach a point that its repair and maintenance cost exceeds its value be sold at auction (number 1043 or 1095); and
RESOLVED, That the City Administrator is authorized to take the necessary actions to implement this resolution.
