Resolution to Appoint John Seto as Safety Services Administrator and Police Chief Effective July 17, 2012
Memorandum
The Safety Services Administrator is responsible for the administrative supervision and leadership of police services, fire services, and emergency management. Service Area Administrators are appointed by the City Administrator and are responsible to the City Administrator. The appointment of the Service Area Administrators is by the City Administrator with the advice and consent of the city council. The City Charter requires City Council appointment of the Police Chief.
 
Mr. Seto has served as Interim Safety Services Administrator and Interim Police Chief since April 1, 2012.  Mr. Seto was hired by the City of Ann Arbor as a Patrol Officer in 1990 and rose to Deputy Chief of Police, Operations Division, by 2008.  Mr. Seto's law enforcement experience includes detective, patrol, and SWAT operational and management responsibilities.
 
Mr. Seto's administrative experience includes employee relations and negotiations and budget preparation and management.  While Interim Safety Services Area Administrator, he has been a valuable addition to the City's administrative leadership team.
 
Mr. Seto received a Bachelor of Science, Magna Cum Laude, from Eastern Michigan University and has continued his education and professional development at Eastern Michigan University and with the Federal Bureau of Investigation.  Mr. Seto holds a Firefighter I & II Certification.
 
Mr. Seto is qualified to serve the City as Safety Services Administrator and Police Chief and City Council's consent and approval of his appointments is highly recommended.

Whereas, An opportunity for current City employees to be considered for the Safety Services Administrator was provided;
 
Whereas, Advise was sought from City Councilmembers;
 
Whereas, John Seto has served the City of Ann Arbor since 1990, rising to Deputy Chief for Operations for the Ann Arbor Police Department in 2008;
 
Whereas, Mr. Seto has the experience and education to lead Safety Services in its mission to provide protection and service to all and is qualified to serve as Safety Services Administrator and Police Chief; and
 
Whereas, The appointment of the Safety Services Administrator requires the advice and consent of City Council;
 
Resolved, That City Council provides its consent to the City Administrator's appointment of Mr. John Seto as City of Ann Arbor Safety Services Administrator and appoint Mr. Seto Police Chief, effective July 17, 2012.
