Whereas, The City-owned property located at 415 West Washington is surplus to the City's facility needs.
 
Whereas, The property's potential benefits include publicly accessible greenway linkage, flood risk mitigation, environmental benefits, preservation of historic resources and a positive financial return.  Conveyance should be encouraged to return the property to productive use.
 
Whereas, The property's potential has been reviewed and studied. Preliminary site work is needed to evaluate the property's condition and realistic reuse potential.
 
Whereas, Staff recommends a Phase 2/3 environmental assessment and historic structure report are advisable before the property is conveyed.
 
Whereas, Funding for services in the amount of $50,000.00 was not budgeted within the FY2013 budget.
 
Whereas, A transfer of funding from the FY2013 General Fund, from fund balance, for preliminary site work at 415 W. Washington is recommended to advance the conveyance of the site.
 
RESOLVED, That City Council approve and appropriate a transfer from the General Fund, from fund balance, to the General Capital Project Fund in the amount of $50,000.00. The Capital Project Fund appropriation shall be increased by $50,000.00 for the purpose of performing preliminary site work at 415 W. Washington; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
