Memorandum
Your approval is requested to authorize the purchase of Clarifloc C-308P for the water treatment process.  Clarifloc C-308P is used as a molluscicide to control zebra mussels at the river intake as well as a coagulant and filter aid at the Water Plant.  The estimated cost of this chemical for FY13 is $30,870.00.
 
      The following bids were received:
            Polydyne Inc - $220.50/drum
            Nalco - $378.00/drum
            Kemira Water Solutions - No Bid
 
It is recommended that the resolution be approved to satisfy the Water Treatment Service Unit's requirement for molluscicide and coagulant from Polydyne Inc as the lowest responsible bidder.
 
In the event Polydyne is unable to furnish the chemical, it is requested that the City Administrator be authorized to accept the next lowest responsible bid for the molluscicide/coagulant purchase.
 
It is also recommended that the purchasing agreement be extended for up to three additional years at no increase in cost if the vendor is agreeable, and if the City deems it to be in its best interest.
 
Funds are specifically budgeted for this purchase in the approved FY13 Operations and Maintenance Budget for the Water Supply System.  Future contract years are subject to City Council's annual appropriation.

Whereas, The Water Treatment Services Unit uses Clarifloc C-308P as a molluscicide to control zebra mussels at the river intake as well as a coagulant and a filter aid at the Water Plant;
 
Whereas, Contracts for supplying estimated requirements are the most stable and cost-effective way of meeting water treatment needs;
 
Whereas, Of the bids received to supply Clarifloc C-308P per Bid No. ITB-4230, Polydyne Inc submitted the lowest bid; and
 
Whereas, Polydyne Inc received Human Rights approval on May 23, 2012;
 
RESOLVED, That council accepts the Polydyne Inc bid of $220.50/drum for Clarifloc C-308P in accordance with the terms of Bid No. ITB-4230;
 
RESOLVED, That the City Administrator be directed to approve a purchase order with Polydyne Inc for the purchase of Clarifloc C-308P in accordance with this resolution for a projected cost of approximately $30,870.00 for FY13;
 
RESOLVED, That the City Administrator be authorized to renew the purchase order for up to three one-year periods providing both parties agree to an extension and subject to the availability of funding; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
