Memorandum
Your approval is requested to authorize the purchase of pebble, high calcium quicklime from Huron Lime, Inc. for the City’s Wastewater Treatment Plant (WWTP) at an estimated cost of $110,000.00 for FY13.
The WWTP uses two varieties of high calcium quicklime, dust lime and pebble lime. Dust lime is used to help control odors from biosolids destined for disposal in a landfill. Pebble lime is slaked and added to biosolids to stabilize it for land application as an agricultural supplement. High calcium quicklime is required for the WWTP to meet federal and state regulations for land application of biosolids.
An invitation to bid on supplying pebble, high calcium quick lime was advertised under ITB-4232. The following suppliers submitted bids in response:
Huron Lime, Inc. $146.00 / ton pebble lime, delivered
Carmeuse Lime, Inc. $158.02 / ton pebble lime, delivered
WWTP staff reviewed the bids for specification compliance and cost. Staff recommends that Huron Lime, Inc. be approved as the lowest responsible bidder to supply pebble, high calcium quicklime to the WWTP for FY13.
Additionally, it is recommended that the agreement be extended for up to three one-year periods at no increase in cost if the supplier and the City agree. Approval for subsequent fiscal years is subject to the availability of funding.
Huron Lime, Inc. received Contract Compliance approval from Purchasing on May 30, 2012. Huron Lime, Inc. is providing a commodity so Living Wage Compliance is not required.
Funds to finance this purchase are included in the approved FY13 WWTP Operation and Maintenance budget for the Sewage Disposal System.
