Memorandum
The attached resolution authorizes the purchase of eleven dump trucks and four front mounting snowplows for use by the Public Services Area, Field Operations Unit. Nine dump trucks and the four front mounting plows are for use by the Street Maintenance group and the two remaining dump trucks for use by the Infrastructure group.
 
All eleven dump trucks will use 2013 Freightliner model 106 SD chassis. The nine Street Maintenance trucks will have Monroe model RD120 stainless steel dump bodies, Monroe model MS966 stainless steel salt spreaders, and Monroe model MS3510 underbody scrapers. The two Infrastructure trucks will have Crysteel brand dump bodies and Monroe underbody scrapers. The four front mounting plows will be Monroe model MP41R10-CT and will mount to any of the Street Maintenance trucks in this resolution or any of the existing trucks assigned to the Street Maintenance group.
 
Wolverine Truck Sales, Dearborn, MI using Truck and Trailer Specialties, Inc., Dutton, MI as its subcontractor/body installer, was the lowest responsible bidder to ITB # 4219, dated April 23, 2012 (See Attached Bid Tab).  The price breakdown is as follows, Street Maintenance trucks are $140,488.00 each, Infrastructure trucks are $128,498.00 each, and the front mounting snowplows are $6,747.00 each for a total purchase price of $1,548,376.00.
 
These units will replace one 1999 model year dump truck in Infrastructure, five 2000 model year trucks in Street Maintenance, three 2001 model year trucks in Street Maintenance, one 2002 model year truck in Infrastructure, and one 2003 model year truck in Street Maintenance. Over the last five years these trucks have averaged $14,000.00 in repair cost each. The majority of the dump bodies have rusted out to a point that requires they be totally replaced at an estimated cost of $30,000.00 each and the remaining bodies would require extensive patching repairs and repainting at an estimated cost of $15,000.00 each. The trucks are averaging over 15 breakdowns per truck per year for a total of over 600 hours of downtime.
 
By specifying that these trucks have stainless steel bodies, all aluminum cabs, 20,000-pound front axles, and spring less rear suspensions, will enable us to extend the service life of these trucks by 50% over the units they are replacing. In addition, these units will be equipped with diesel engines that meet the most current emissions standards. This will increase fuel-efficiency by an estimate 5%, saving an approximately 12,000 gallons of diesel fuel and 121 metric tons of greenhouse gas emissions over the life of the vehicles.
 
The four front plows will replace units purchased in 1979, 1980 and 1981 which have a fixed angle. The new plows will have hydraulic cylinders allowing the driver to change the angle of the plow from inside the cab of the truck.
 
The Fleet and Facility Unit has budgeted adequate funds for these purchases in its approved FY12 budget.  Wolverine Truck Sales received Human Rights approval on May 7, 2012.

Whereas, The Fleet & Facilities Unit needs to purchase replacement Five Yard Dump Trucks and Front Mounting Snow Plows for the City's fleet;
 
Whereas, Purchasing the dump trucks with stainless steel bodies and upgraded chassis's will increase their service life by 50%;
 
Whereas, Wolverine Truck Sales was the lowest responsible bidder to ITB # 4219; and
 
Whereas, Wolverine Truck Sales received Human Rights approval on May 7, 2012;
 
RESOLVED, That City Council approve the issuance of a purchase order to Wolverine Truck Sales for the purchase of eleven 2013 Freightliner 106SB with Monroe Stainless Steel bodies and four Monroe front mounting plows in the amount of $1,548,376.00;
 
RESOLVED, That funds for this purchase come from the FY12 Motor Equipment budget with funds to be available without regard to fiscal year;
 
RESOLVED, That the dump trucks and plows being replaced (#s 3590, 3591, 4437, 4438, 4444, 4483, 4570, 4571, 4572, 4573, 4574, 4575, 4576, 4577, and 6530) be sold at auction; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
