Memorandum
Your approval is requested to authorize the purchase of sodium hypochlorite for the water treatment process.  The Water Treatment Services uses sodium hypochlorite to maintain disinfection of drinking water in the distribution system.  The estimated cost of this chemical for FY13 is $113,750.00.
 
The following bids were received:
JCI Jones Chemicals Inc - $0.65/gal
PVS Nolwood - $0.73/gal
Alexander Chemical Corp - $0.789 gal
K.A. Steel Chemicals - $0.798/gal
 
It is recommended that the resolution be approved to satisfy the Water Treatment Service Unit's requirement for sodium hypochlorite from JCI Jones Chemicals, Inc, as the lowest responsible bidder.
 
In the event JCI Jones is unable to furnish the chemical, it is requested that the City Administrator be authorized to accept the next lowest responsible bid for the sodium hypochlorite purchase.
 
It is also recommended that the purchasing agreement be extended for up to three additional years at no increase in cost if the vendor is agreeable, and if the City deems it to be in its best interest.
 
Funds are specifically budgeted for this purchase in the approved FY13 Operations and Maintenance Budget for the Water Supply System.  Future contract years are subject to City Council's annual appropriation.

Whereas, The Water Treatment Services Unit uses sodium hypochlorite to maintain disinfection of drinking water in the distribution system;
 
Whereas, Contracts for supplying estimated requirements are the most stable and cost-effective way of meeting water treatment needs;
 
Whereas, Of the bids received to supply sodium hypochlorite per Bid No. ITB-4228, JCI Jones Chemicals, Inc submitted the lowest bid; and
 
Whereas, JCI Jones Chemicals, Inc received Human Rights approval on May 23, 2012;
 
RESOLVED, That Council accepts the JCI Jones bid of $0.65/gal for sodium hypochlorite in accordance with the terms of Bid No. ITB-4228;
 
RESOLVED, That the City Administrator be directed to approve a purchase order with JCI Jones Chemicals, Inc for purchase of sodium hypochlorite in accordance with this resolution at $0.65/gal, for a projected cost of approximately $113,750.00 for FY13;
 
RESOLVED, That the City Administrator be authorized to renew the purchase order for up to three one-year periods providing both parties agree to an extension and subject to the availability of funding;
 
RESOLVED, That the City Administrator be directed to accept the next lowest responsible bidder if JCI Jones Chemicals, Inc is unable to furnish adequate supplies;
and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
