Memorandum
Approval is requested to authorize the purchase of materials and services for Ozone Generation System Power Supply Unit (PSU) upgrades at the Water Treatment Plant.
 
Ozonia North America is the sole source for materials and service related to the ozone generation system as they are the original manufacturer, supplier and installer of the Water Treatment Plant's ozone disinfection system.
 
The Water Treatment Plant has used ozone gas as the primary disinfectant for the City's drinking water supply since 1996. The City relies on its primary disinfection system to comply with State and Federal Drinking Water Regulations. The ozone system was manufactured, supplied and commissioned by Ozonia North America. The system requires periodic maintenance, repairs, and upgrades to ensure safe, efficient and reliable disinfection. The current ozone generators' PSUs have exceeded their service life. These units cannot be repaired but must be replaced upon failure. One of the systems four units has failed and is not available for service. The remaining three units have exceeded their service life by six years. There is an approximate savings of $40,000.00 by replacing these units at one time versus individually. Additionally, there is the benefit that they would all be exactly the same model which would simplify maintenance and future troubleshooting. Therefore, it is recommended that this purchase order with Ozonia North America be approved.  
 
Funds are available for this purchase in the approved FY12 Water Treatment Plant's Operations and Maintenance Budget for the Water Supply System.

Whereas, The Water Treatment Plant's ozone system was manufactured by Ozonia North America, and is in need of upgrades and repairs to maintain its operation;
 
Whereas, Ozonia North America is the sole source for replacement materials and services for the Water Treatment Plant ozone system;
 
Whereas, Funding for this purchase is available in the approved FY12 Water Treatment Plant's Operations and Maintenance Budget for the Water Supply System;
 
Whereas, Ozonia North America received Human Rights approval on March 23, 2012 and complies with the City's Living Wage Ordinance;
 
RESOLVED, That Council authorize the issuance of a purchase order with Ozonia North America for a total of $117,966.00 for the purchase of material and services for the ozone generation system power supply units upgrade; and
 
RESOLVED, That the City Administrator be authorized and directed to sign a purchase order with Ozonia North America.
