Memorandum
Attached for your approval is a resolution to award contracts to Green-Vision Lawn & Landscaping for the mowing of City traffic islands and trunkline traffic islands within the city limits; KBK Landscaping for mowing neighborhood athletic fields used for active recreation along with five City properties; and A2 Outdoors Creations for mowing and trimming at the Wastewater Treatment Plant and four Park locations.
 
The term of the contracts is three years with the City having the option to renew the agreement for up to three (3) one (1) year periods.
 
Bid #4215 was issued on March 1, 2012 on BidNet for seasonal mowing services and six bids were received.  The ITB # 4215 was divided into 5 sections.  The bid tabulation is attached.  Green-Vision Outdoor Services is the lowest responsible bidder for Section 1 ($35,112.00/year; $105,336.00/3 years); A2 Outdoors Creations is the lowest responsible bidder for Section 2 and Section 4 ($14,425.00/year; $43,275.00/3 years); and KBK Landscaping was the lowest responsible bidder for Section 3 and Section 5 ($17,190.00/year; $51,570.00 for 3 years).
 
Staff reviewed the bids for each section separately and determined which of the bidders could complete each mow and trim cycle when paying their staff the minimum based upon the Living Wage Ordinance and with minimum use of gasoline.  The bids that were below the calculated minimum for a section were rejected as non-responsible and the recommendation is for award to the lowest responsible bidder for the section.  
 
Green-Vision Lawn & Landscaping received Contract Compliance approval on March 26, 2012.  A2 Outdoors Creations received Contract Compliance Approval on March 28, 2012   KBK Landscaping received Contract Compliance approval on March 28, 2012.
 
The mowing and trimming services will be funded from the approved operations and maintenance budgets of Parks Operations ($51,826.00/year or $155,478.00 over 3 years), Wastewater Treatment Plant ($12,675.00/year or $38,025.00 over 3 years), and Fleet and Facilities ($2,226.00/year or $6,678.00 over 3 years).

Whereas, Competitive bids were received by staff on March 15, 2012, for mowing and trimming services at city traffic islands and trunklines traffic island, mowing of neighborhood athletic fields used for active recreation and five City properties, the Wastewater Treatment Plant and four Park locations;
 
Whereas, Staff advertised bids on BidNet and six bids were received;
 
Whereas, Green-Vision Lawn & Landscaping is the lowest responsible bidder for Section 1, mowing of traffic islands and trunkline traffic islands;
 
Whereas, A2 Outdoors Creations is the lowest responsible bidder for Section 2 and Section 4, the Wastewater Treatment Plant and four park locations;
 
Whereas, KBK Landscaping was the lowest responsible bidder for Section 3 and Section 5, five City properties and neighborhood athletic fields;
 
Whereas, The term of each of the contract is three years, subject the availability of funding, with the City having the option to renew each agreement for up to three (3) one (1) year periods;  
 
Whereas, Green-Vision Lawn & Landscaping received Contract Compliance approval on March 26, 2012, A2 Outdoors Creations received Contract Compliance Approval on March 28, 2012 and KBK Landscaping received Contract Compliance approval on March 28, 2012; and

RESOLVED, That City Council approve awarding Bid # 4215; Section 1 to Green-Vision Lawn & Landscaping for mowing and trimming services at City traffic islands and trunkline traffic islands in the amount of $35,112.00/year ($105,336.00 for 3 years);
 
RESOLVED, That City Council approve awarding Bid # 4215; Section 2 and Section 4 to A2 Outdoor Creations for mowing and trimming services at the Wastewater Treatment Plant and four Park locations in the amount of $14,425.00/year ($43,275.00 for 3 years);
 
RESOLVED, That City Council approve awarding Bid # 4215; Section 3 and Section 5 to KBK Landscaping for mowing and trimming services at neighborhood athletic fields and five City locations in the amount of $17,190.00/year ($51,570.00 for 3 years);
 
RESOLVED, That continuation of these contracts after the first year is subject to the availability of funding in the approved budget;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contracts with Green-Vision Lawn and Landscaping, A2 Outdoor Creations and KBK Landscaping, subject to approval by the City Administrator as to substance and subject to approval by the City Attorney as to form; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
