Memorandum
Attached for your approval is a resolution to award contracts to Green-Vision Lawn & Landscaping for the mowing of City traffic islands and trunkline traffic islands within the city limits; KBK Landscaping for mowing neighborhood athletic fields used for active recreation along with five City properties; and A2 Outdoors Creations for mowing and trimming at the Wastewater Treatment Plant and four Park locations.

The term of the contracts is three years with the City having the option to renew the agreement for up to three (3) one (1) year periods.

Bid #4215 was issued on March 1, 2012 on BidNet for seasonal mowing services and six bids were received. The ITB # 4215 was divided into 5 sections. The bid tabulation is attached. Green-Vision Outdoor Services is the lowest responsible bidder for Section 1 ($35,112.00/year; $105,336.00/3 years); A2 Outdoors Creations is the lowest responsible bidder for Section 2 and Section 4 ($14,425.00/year; $43,275.00/3 years); and KBK Landscaping was the lowest responsible bidder for Section 3 and Section 5 ($17,190.00/year; $51,570.00 for 3 years).

Staff reviewed the bids for each section separately and determined which of the bidders could complete each mow and trim cycle when paying their staff the minimum based upon the Living Wage Ordinance and with minimum use of gasoline. The bids that were below the calculated minimum for a section were rejected as non-responsible and the recommendation is for award to the lowest responsible bidder for the section.
