Memorandum
Attached for your review and action is a resolution to approve exercising the purchase option of the Robotic Surveying Total Station Lease Agreement for a not-to-exceed price of $42,432.40. The Total Station will be paid for from the approved Project Management Services Unit FY12 operating budget.
 
Currently the Project Management Unit owns and operates a two year old Total Station, 12 year old surveying equipment, and a GPS system. The 12 year old unit is not as precise and efficient as the newer models and requires more time and effort to operate. The GPS system does not have the accuracy required for construction staking. The new technology for the Total Stations allows a one person survey crew to prepare the area topography and complete construction staking with more efficiency and accuracy. The 12 year old unit has been broken in the past and fixed many times. For the 2012 construction season, we plan to operate three (3) surveying crews. Addition of a new Robotic Total Station will allow us to continue with our civil engineering surveying tasks and to be prepared for unexpected equipment breakdowns.
 
At the time of writing this memorandum we are planning to lease a new Total Station for a monthly fee of $4,243.24 or 10% of the purchase price. The lease agreement includes the option to purchase the unit at any time during the lease agreement and pay an amount equal to the original purchase price of $42,432.40 minus all the rental fees that have been paid for leasing the equipment to the date of purchase.  
 
All our other surveying equipments are made by Leica Geosystems. It is important that our next survey equipment uses the same software and parts as our other surveying equipments for cost savings, ease of training, operation and the ability to share equipments among technicians and to switch parts with the least amount of effort. The Leica TS15P R1000 Robotic Total Station is compatible with our other surveying equipments. The new Robotic Total Station will be utilized for all our civil engineering surveying needs including the required work for the design and construction of our capital improvement projects.

Whereas, The Project Management Services Unit currently owns and operates a 2-year old Robotic Total Station, a 12-year old surveying equipment, and one GPS system;
 
Whereas, It is essential that our next surveying equipment uses the same software and parts as our other surveying equipments for cost savings, ease of training and operation;
 
Whereas, Leica TS15P R1000 Robotic Total Station is compatible with our other surveying equipments;
 
Whereas, The Project Management Services Unit is in the process of leasing a new Robotic Total station for $4,243.24 per month;
 
Whereas, The equipment lease agreement with Leica Geosystems, Inc. provides the City the option to exercise the purchase of the Robotic Surveying Total Station for the difference of $42,432.40 and all the rental fees paid up to the purchase date;
 
Whereas, There are sufficient funds in the Project Management Services Unit 2012 operating budget for the purchase of a new Robotic Total Station; and
 
Whereas, Leica Geosystems, Inc. has received the Human Rights approval on March 12, 2012;
 
RESOLVED, the City Council approves exercising the purchase option of the Lease Agreement with Leica Geosystems, Inc. to Purchase TS15P R1000 Robotic Total Station for a purchase price not-to-exceed $42,432.40; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to execute and deliver all necessary documents in connection with the purchase after approval as to form by the City Attorney.
