Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Inspection Services Company, Inc. (ISC) for construction materials testing services in the amount of $50,185.00 for the E. Stadium Blvd. Improvement Project.
This project consists of the replacement of the water mains along E. Stadium Blvd. between Packard Road and Brockman Blvd., and subsequent resurfacing of the E. Stadium Blvd. from Packard Road to Washtenaw Ave.
We received proposals from four firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected ISC based on the proposal, staff qualifications, past involvement with similar projects, and cost. ISC received Human Rights and Living Wage approval on May 11, 2011.
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the approved capital budget for the E. Stadium Blvd. Improvement Project.

Whereas, It is necessary to retain a qualified testing firm to perform testing services for the E. Stadium Blvd. Improvement Project;
Whereas, proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;
Whereas, Inspection Services Company, Inc. (ISC) of Plymouth, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, Inspection Services Company, Inc. (ISC) received Human Rights and Living Wage approval on May 11, 2011; and
Whereas, the required funds for the construction materials testing services are available in the approved water and street millage capital budget;
RESOLVED, that a Professional Services Agreement with Inspection Services Company, Inc. (ISC) in the amount of $50,185.00 be approved for construction materials testing services for the E. Stadium Blvd. Improvement Project;
RESOLVED, that the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, that City Council authorize the City Administrator to approve change orders to the agreement for a not-to-exceed amount of $5,000.00; and
RESOLVED, that the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
