Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CTI and Associates, Inc. (CTI) for construction materials testing services in the amount of $143,455.00 for the 2012 Street Resurfacing Projects.

This project consists of two resurfacing contracts (Program A and B); approximately 6 major streets and 28 local streets. The construction is scheduled for April through October 2012.

We received proposals from ten firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected CTI based on the proposal, staff qualifications, past involvement with similar projects, and cost. CTI received Human Rights and Living Wage approval on March 16, 2012 and April 25, 2011, respectively.

Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the approved capital budget for the Street Millage Fund.
