Resolution to Accept the Federal Aviation Administration's Terms and Conditions of Airport Improvement Program Grants for Future Grant Agreements
Memorandum
The Federal Aviation Administration (FAA), through the Michigan Department of Transportation Bureau of Aeronautics (MDOT-Aero), provides grant funding to airports throughout the State of Michigan.  The Ann Arbor Airport receives grant funding from the FAA through the Airport Improvement Program on an annual basis.  Over the last 10 years, the airport has received nearly $5,000,000.00 for improvements from the state and FAA through this program.
 
The FAA establishes standard terms and conditions for every airport that participates in the program.  From time to time, the FAA modifies these terms and conditions and requires the City to approve these changes.  These changes only impact future grants, not ones that are currently in place.  The City most recently approved FAA terms and conditions in December 2006.  
 
MDOT-Aero now requires municipalities to have an approved and updated terms and conditions document on file with them before new grant agreements will made available.  This document does not commit the City to accept any future grant agreements.  These future grant agreements would come to Council for individual consideration when they become available.

Whereas, The Ann Arbor Airport receives federal and state funding through the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP) on a regular basis;
 
Whereas, The FAA requires each grant sponsor to accept the AIP terms and conditions as part of receiving funding; and
 
Whereas, the Michigan Department of Transportation Bureau of Aeronautics administers the AIP program on behalf of the FAA in Michigan and requires that the most recent FAA AIP terms and conditions be accepted prior to any new grant agreements being processed;
 
RESOLVED, That the City Council approve the FAA Airport Improvement Program Grant terms and conditions dated March, 2011 for future grant agreements;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign said document upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
