Memorandum
This resolution provides for the appointment of Kimberly Buselmeier as City of Ann Arbor Interim Controller and Chief Financial Officer (CFO), effective September 1, 2024. City Administrator Milton Dohoney Jr. appointed Marti Praschan as Interim Deputy City Administrator effective September 1, 2024, which created a vacancy in the role of Controller and CFO. The search process is currently underway for a new Deputy City Administrator. This interim appointment is necessary to continue services until a permanent Deputy City Administrator is appointed.

Whereas, Section 1:101 of the Ann Arbor City Code requires the advice and consent of Council when the City Administrator makes an appointment to a Service Area Administrator position;

Whereas, The Ann Arbor City Code does not require City Council approval when the City Administrator appoints individuals into other positions;

Whereas, City Administrator Milton Dohoney Jr. appointed Marti Praschan as Interim Deputy City Administrator effective September 1, 2024;

Whereas, Deputy City Administrator John Fournier resigned from the City of Ann Arbor effective September 8, 2024;

Whereas, The permanent Deputy City Administrator search process is underway;

Whereas, The appointment of Marti Praschan as Interim Deputy City Administrator created a vacancy in the role of Controller and CFO (a Service Area Administrator position);

Whereas, Section 1:102(1) of Ann Arbor City Code allows the City Administrator to designate someone as "acting" (also known as Interim) when there is a vacancy;
