Solid Waste Regulations Update
Memorandum
Attached for your review are proposed amendments to the Solid Waste Regulations as enabled by Section 2:10 of Chapter 26 (Solid Waste), Title II (Utilities and Services) of the Code of Ordinances of the City of Ann Arbor. These Regulations shall take effect 30 days after being filed with the City Clerk unless modified or disapproved by the City Council. These Regulations were filed with the City Clerk on August 26, 2026.
This update supports proposed revisions to City Code Chapter 26 Solid Waste Management, aligning definitions, correcting conflicting information, and reformatting to the consistent with City Code. Specifically, this latest update brings in all definitions from Chapter 26 thereby making the City Code as the single source of definitions related to solid waste services and this update makes clear the requirements for removing curb carts from the point of collection after the cart is serviced. This update follows a series of recent revisions from December 2024, which added solid waste cart placement information with respect to bike lanes, a more robust revision in May 2025, and a small revision in December 2025, bringing the Regulations current from the prior 2011 version.
