Resolution to Approve and Ratify an Agreement with the Ann Arbor Area Transportation Authority for the 2019 Bikeshare Program ($50,000.00)
Memorandum
This is a resolution to approve and ratify an agreement with the Ann Arbor Area Transportation Authority ("AAATA") in the amount of $50,000.00, the City's 2019 share for the Ann Arbor Bikeshare Program.
Bike sharing benefits the City by introducing cycling, providing bicycles throughout downtown and campus areas, enhancing transit access, improving public health, and reducing greenhouse gases and congestion. The City's Non-Motorized Transportation Plan identified bike sharing as an appropriate initiative. Further, the City's 2012 Climate Action Plan identified "a community-University bike-sharing program" as a plan goal.
The Program is a joint effort of the City, AAATA, the DDA, and the University of Michigan, with AAATA serving as program administrator. Last fall, AAATA selected a new operator, Shift Transit.
The Program consists of over 12 bike share stations stocked with 125 bicycles that are operable every day, from 5am-midnight, from April-November. The stations include: Kerrytown, the Main Street area, the Ann Arbor District Library/Blake Transit Center, Liberty Plaza, the State Street area, the South University area and other locations on, or near, key campus destinations. The Program will resume operations this spring.
AAATA secured contributions from other Program backers and requests the City provide $50,000.00 for FY 2019 pursuant to the attached agreement. Future funding requests will be based on system performance and the Program's financial position following this year's operations.
Budget Fiscal Impact: The funding for this agreement is available in the approved FY 2019 City Administrator's General Fund Operating Budget.
