An Ordinance to Amend Section 9:103 Of Chapter 111 (Fire Prevention) Of Title IX of the Code of the City of Ann Arbor

Memorandum

Section D105.2 of the 2015 edition of the International Fire Code is currently in conflict with policy direction regarding protected bike lanes. This conflict predominantly arises with new development where the vertical distance between the grade plane and the highest roof surface exceeds 30 feet. When this occurs, Section D105.2 requires that, “Aerial fire apparatus access roads shall have a minimum unobstructed width of 26 feet, exclusive of shoulders, in the immediate vicinity of the building or portion thereof.” We are continually finding there is not enough road width, especially within the Downtown Development Authority (DDA), to allow for these 26 feet along with protected bike lanes.

 

Representatives from Downtown Development Association (DDA), City of Ann Arbor Transportation Unit, and City of Ann Arbor Planning Unit are in alignment that removing Section D105.2 will address this conflict point.

 

Budget/Fiscal Impact: There are no fiscal, staffing or other impacts to City operations that are anticipated to result from adoption of this amendment.
