RESOLUTION TO APPROVE EXECUTIVE DIRECTOR COST OF LIVING AND COMPENSATION STUDY RECOMMENDED ADJUSTMENTS

 

Memorandum

TO: DDA Board

Presented for your consideration is a resolution to apply a cost-of-living increase and salary adjustment increase to the executive director’s salary in alignment with all City of Ann Arbor non-union personnel. The requested increase is not a merit-based increase.

 

  • For FY26 the City of Ann Arbor implemented a 3% cost-of-living increase for non-union employees. DDA staff received this 3% adjustment as well. 
  • The City of Ann Arbor recently completed a Compensation Study and implemented a 1% across the board salary adjustment for all non-union employees. DDA staff received this 1% adjustment as well.
  • City of Ann Arbor Human Resources has provided the DDA Board with a memo outlining the Compensation Study recommendations for the DDA Executive Director salary.
  • The DDA Board must approve all salary adjustments for the executive director as this position is a direct appointment of the DDA Board.
  • The resolution presented for the Board’s consideration would authorize a 4% compensation increase to the Executive Director salary based on a 3% cost-of-living increase effective July 1, 2025 and an additional 1% salary adjustment effective July 13, 2025.

Whereas, The City of Ann Arbor did apply a 3% cost-of-living increase to non-union personnel on July 1, 2025;

 

Whereas, The City of Ann Arbor completed a Comprehensive Compensation Study resulting in a 1% increase to non-union salaries on July 13, 2025;

 

Whereas, The DDA Board recognizes the benefit in keeping salary levels current with   cost-of-living changes and with City of Ann Arbor salary structure adjustments;

 

RESOLVED, The DDA board approves a 4% compensation increase to Maura Thomson’s salary as the Executive Director, 3% retroactive to July 1, 2025, and 1% retroactive to July 13, 2025.
