Resolution to Approve a Professional Services Agreement with Transportation Engineering Design, DPC for Multi-Lane Road Reconfiguration Evaluation ($280,000.00; RFP# 25-03)

Attached for your review and consideration is a resolution to approve a Professional Services Agreement (PSA) with Transportation Engineering Design, DPC (DBA Toole Design, LLC) for $279,828.00 to develop a methodology and use it to evaluate City-owned multi-lane roads for potential roadway reconfigurations. The purpose of these evaluations is to analyze and identify opportunities to reprioritize roadway space to advance safety, lower vehicle speeds, improve transit operations, and create connected, comfortable walking and cycling infrastructure.
The services desired include research, data collection, analysis, concept development, cost estimates, public and stakeholder engagement, presentations, and written reports.
Multilane Roads in the evaluation include the following segments:
a. Stadium (Washtenaw split to just west of Seventh)
b. Stadium/Maple (just southeast of Pauline to Dexter)
c. E. Packard (Eisenhower split to US 23)
d. Eisenhower (Ann Arbor-Saline to Packard split)
e. S. Main/Ann Arbor-Saline (Stadium to I-94)
f. S. State (just north of Oakbrook to Ellsworth)
g. Plymouth/Broadway (US-23 to Division)
h. Huron Parkway (Platt split to Nixon)
i. Green (Plymouth to Burbank)
j. Fuller/Glen (Catherine to Glazier Way)
On December 3, 2024, a request for proposal (RFP No. 25-03) was issued for professional road configuration evaluation services. Proposals were received from three (3) consultants on January 15, 2025. A staff selection committee reviewed the proposals and determined the firms most qualified for the work according to several criteria:
* Professional Qualifications (20%)
* Past Involvement with Similar Projects (20%)
* Work Plan (30%)
* Fee Proposal (30%)
