Resolution to Approve Amendment No. 5 to the Professional Services Agreement with DLZ Michigan, Inc. for Engineering Design Services for the E. Medical Center Drive Bridge Rehabilitation and Widening Project ($ 615,216.72 increase, total contract $ 1,685,347.40) (RFP 21-20)
Memorandum
This memorandum and resolution requests approval of Amendment No. 5 to the professional services agreement for professional engineering services with DLZ Michigan, Inc. (DLZ). Council approved a professional services agreement for $1,011,319.29 with DLZ in October 2021 as part of Resolution No. R-21-395. Amendments No. 1 through 4 were subsequently approved administratively, as they were within the Council-approved contingency.
On February 21, City Council approved Resolution R-23-059 to commence a collaborative planning process between the University of Michigan and the City of Ann Arbor for the rehabilitation, widening, and non-motorized transportation enhancement of the East Medical Center Drive Bridge. To carry out the redesign work necessary to comply with this Resolution, the professional services agreement with DLZ must be extended to account for the additional effort.
Engineering staff has negotiated the scope of work and associated fee for this project and that is reflected in the attached Amendment No. 5. DLZ complies with the requirements of the City's Non-Discrimination and Living Wage ordinances.
Construction of the project is currently anticipated to begin in the spring of 2024 and to conclude in 2025.
Budget/Fiscal Impact: Based on the agreement negotiated between the City Administrator's office and the University of Michigan, the additional cost of the redesign effort described in Amendment No. 5 will be split between the University of Michigan and the City (75% UM and 25% City).
